Strategi Pelibatan Diaspora Indonesia dalam Diplomasi Publik

Abstract


Artikel ini membahas tentang hubungan antara diplomasi publik yang dilakukan oleh pemerintah Indonesia dalam keterkaitannya dengan diaspora Indonesia di luar negeri. Diaspora Indonesia memiliki tiga potensi penting yaitu jumlah, keahlian dan ekonomi, dan jaringan yang dapat digunakan untuk membantu diplomasi publik Indonesia. Namun, perbedaan definisi antara pemerintah dan kelompok diaspora, masalah representasi pekerja migran dalam kelompok diaspora dan lemahnya aspek kelembagaan membuat optimalisasi keterlibatan diaspora dalam diplomasi publik belum maksimal. Fokus artikel ini adalah pada strategi diplomasi publik yang dapat dilakukan oleh pemerintah Indonesia melalui diaspora Indonesia di luar negeri. Artikel ini menunjukkan bahwa terdapat tiga strategi yang dapat digunakan oleh pemerintah Indonesia untuk meningkatkan keterlibatan diaspora dalam diplomasi publik. Pertama, memperluas hubungan antara diplomasi dan pekerja migran dari hubungan yang bersifat perlindungan menjadi hubungan yang bersifat pemberdayaan. Kedua, hubungan antara Kemenlu dan diaspora Indonesia dapat ditindaklanjuti dengan pengembangan dan optimalisasi kelembagaan dengan membentuk lembaga khusus untuk menangani urusan diaspora. Ketiga, menyusun pedoman keterlibatan diaspora dalam diplomasi publik.
