Implementasi Multi-Track Diplomacy dalam EU-South Africa Strategic Partnership Tahun 2016-2020

Abstract


EU-South Africa Strategic Partnership merupakan sebuah kerangka kerjasama yang berperan sebagai master plan relasi kerjasama multilateral antara Afrika Selatan dan Uni Eropa yang berfokus pada pembangunan jangka panjang dan transformasi sosio-ekonomi di Afrika Selatan dalam masa post-apartheid. Afrika Selatan menjalani proses perkembangan dalam berbagai sektor, diantaranya pemerintahan, ekonomi, dan kemanusiaan sekaligus berupaya untuk menyesuaikan diri dengan globalisasi dan tatanan dunia baru. Kemunculan isu-isu baru yang berkembang diluar aspek keamanan dan politik semakin meningkatkan relevansi aktor NGO dan organisasi internasional, termasuk kajian perspektif baru seperti multi-track diplomacy yang berkaitan dengan proses diplomasi yang semakin bervariasi dalam hubungan internasional yang dapat dikategorikan dalam tracks atau jalur yang baru diluar aspek politik dengan keterbatasan peran pemerintah. Dalam proses strategic partnership, Uni Eropa yang berperan sebagai role model menegaskan pentingnya joint effort antara pemerintah, NGO, dan masyarakat untuk mewujudkan transformasi sosio-ekonomi bagi Afrika Selatan, sebuah perubahan politik, ekonomi, dan kemanusiaan secara nasional yang kemudian akan berpengaruh pada kebijakan luar negeri dan peran negara tersebut sebagai aktor dalam komunitas internasional.
