PENGARUH GERAKAN #MeToo TERHADAP PERUBAHAN KEBIJAKAN MENGENAI PELECEHAN SEKSUAL DI AMERIKA SERIKAT TAHUN 2017-2022

Abstract


Pelecehan seksual merupakan sebuah permasalahan yang besar di Amerika Serikat, melihat jumlah kasus yang terus naik setiap tahunnya. Kurangnya perhatian dari pemerintah dan pihak berwenang terkait serta minimnya kesadaran masyarakat menjadikan isu ini kurang mendapatkan perhatian khusus. Gerakan #MeToo yang lahir pada tahun 2006 muncul kembali di tahun 2017 melalui unggahan twitter milik aktris Hollywood yang diharapkan mampu menimbulkan kesadaran publik akan isu pelecehan seksual. #MeToo berhasil membuktikan bahwa mereka mampu memberikan dampak positif ini dengan munculnya banyak dukungan dari pihak luar yang membantu advokasi dari gerakan ini dan mendorong pemerintah Amerika Serikat untuk mengubah kebijakan mereka mengenai pelecehan seksual. Skripsi ini akan menganalisa bagaimana pengaruh gerakan #MeToo dalam mengubah kebijakan mengenai pelecehan seksual di Amerika Serikat. Metode pemelitian yang digunakan yakni kualitatif eksplanatif, dengan sumber data yang dikumpulkan melalui studi kepustakaan. Pengaruh yang diberikan dari gerakan #MeToo akan dianalisis dengan teori Transnational Advocacy Network yang menjabarkan strategi dan faktor pendorong dalam keberhasilan gerakan advokasi. Keberhasilan ini didorong oleh faktor boomerang patern dan strategi yang digunakan yaitu information politics, symbolic politics, leverage politics, dan accountability politics.
