MEMAHAMI KERJASAMA DAERAH DENGAN LUAR NEGERI MELALUI NEOLIBERALISME

Abstract


Ada beberapa alasan penulis mengangkat tema tentang kerjasama subnational dengan luar negeri: 
per-
tama , sub-nasional merupakan salah satu bentuk dari beragamnya aktor transnasional selain negara. Dengan demikian aktor non negara ini berfungsi melengkapi diplomasi negara. Kedua , Meskipun sub- nasional secara hierarkis merupakan bagian dari negara akan tetapi secara politik, sub-nasional tidak memiliki kewenangan melaksanakan aktifitas internasional. Kendati demikian, tantangan di bidang global- isasi dan perkembangan teknologi komunikasi telah membuka jalan bagi aktor non negara ini muncul bersama-sama dengan aktor non negara lainnya. Ketiga , sudah saatnya pemerintah subnasional tidak hanya berorientasi kedalam dalam bentuk kerjasama antar daerah, akan tetapi juga berorientasi melalui kerjasama luar negeri untuk mendukung pembangunan daerah dan perdamaian. Artikel ini menggunakan pendekatan neoliberalisme sebagai alat analisis dalam mengelaborasi kerjasama luar negeri di daerah. Dengan menggunakan studi pustaka yang bersifat tekstual dari jurnal, dokumen dan hasil penelitian terkait kerjasama internasional daerah, maka penelitian ini menyimpulkan bahwa kerjasama subnasional dengan luar negeri menunjukkan peran aktor negara dalam mempengaruhi hubungan internasional. Selain itu kerjasama daerah dengan luar negeri memberikan kesempatan subnasional meningkatkan perekonomian lokal sekaligus mendukung tercapainya perdamaian.
